The Ministry of Internal Affairs of Russia has developed the procedure for using a vehicle inspection system, which will start working from March 1, 2021. The appropriate draft of the order of departments was published on December 28 at the State Portal of Legal Information.
We are talking about the EACO - a single automated information system of technical inspection of vehicles. It is designed to tighten control over the inspection, this is part of a large system reform that starting March 1, 2021. The main goal of the reform is to eradicate the practice of selling diagnostic cards without auto checks.
"To approve the instructions on the procedure for exploiting the unified automated information system for technical inspection of vehicles, a plan-graph of entering a unified automated information system for technical inspection of vehicles into operation," the document says.
As follows from the order, the system will work around the clock, and all information about vehicle technical inspections will be stored in electronic form. Access is allowed by traffic police officers at the federal and regional levels. Insurers, access to the system will not be.
In addition, a secure exchange of information with the professional association of insurers will begin to be implemented. As an identifier of information on the results of the inspection, the number of the car diagnostic card will be used or one of the details of vehicles, the body number or chassis number.
All cars coming to inspection take pictures twice - at the beginning and end of the check. The EAOSTo will retain the pictures and give them to the request of the controlling authorities. Diagnostic maps, which from March of next year will become electronic, will be signed by an increased expert expert - without it, the document in the EAOST is not formed.
In fact, the EACO has been working since 2012 (this requires the current law on that), but only in experienced mode. The system tried to run six times and have never done this to the end - there are many vulnerabilities in it: the attackers have grown access and formed fake diagnostic cards.
In the modernization of the EAOSTO, only in 2020 invested 80 million rubles.
