The victory of the inhabitants of Nizhny Tagil in the court to challenge the accumulation of waste, as well as the reserves conducted in the cities can give the opposite effect: there is a chance that payments for garbage disposal will not be reduced, but on the contrary grow. This version of the development of events did not rule out the Minister of Construction, Energy and Housing and Communal Services of the Sverdlovsk Region Nikolai Smirnov, reports the "All News".
According to him, the task of the Regional Energy Commission (REC) is to find a balance between comfortable payments for the population and the break-even work of the regulators.
In early February, the second appellate court of the general jurisdiction of St. Petersburg partially satisfied Tagilchan's lawsuits to REC: standards for residents of apartment buildings were recognized unfounded. At the moment, the Commission is waiting for a formal decision.
Recall, the plaintiffs, most of which residents of Nizhny Tagil, demanded to recognize the illegal decree of the Regional Energy Commission (REC) in terms of waste accumulation - the payment for the export of TCO for residents directly depends on it. Activists "Tagil for Change" previously conducted their own measurements and found that the volume of garbage specified in the documents can be overestimated by 4-5 times. In July 2020, the Sverdlovsk Regional Court refused a lawsuit, but his decision was appealed in the second appellate court of the general jurisdiction of St. Petersburg.
Public workers believe that the regulator "fan" both the mass and the volume of accumulation of garbage. At the moment, according to the standard, one resident of an apartment building in the Sverdlovsk region (with the exception of Yekaterinburg) produces 0.169 m3 of waste per month. It is about 14 buckets. A resident of the private sector even more: 0.19 m3. This figure is multiplied by the tariff for the export of 1 cubic meters. Waste, which is currently for the Riphea Regoperator installed at 720.16 rubles. The results of independent measurements showed a volume of 0.055 m3 of garbage per person. Thus, the final figure in the receipt, according to community, should be 4-5 times less.
Due to criticism of standards, the measurements of the mass and volume of waste accumulation started in the region. The Special Commission of the 4th Season will measure the garbage in the tanks on certain container sites. The future tariff depends on their results. In Nizhny Tagil, the autumn measurements have already passed, but the social activists participating in them demanded that the results are invalid due to a variety of violations.
