The main part of the Decree of the Government of the Russian Federation of April 6, 2019 No. 413 entered into force on June 1, 2019. The innovation will create not only order, but also problems. The number of test laboratories is very small: the whole country is only two dozen. There are many of them in Moscow, enough in Vladivostok and minimum quantities in the regions. In most cities there is no laboratory.
In addition, us and Rosstandart are developing a new GOST, according to which the rules for assessing the safety of vehicles with a modified design and methods for checking single TCs will be changed.
