It has been established that LLC Zoocenter caulates and transports animals to the shelter, performs work on the content and regulation of animals without owners and return them to the habitat. On all this, the shelter has a veterinary certificate.
But in the "zoocenter" found many violations. For example, dogs have no individual bowls and cream, and in the cold time they do not have access to water. Instead, animals quench thirst for snow. Also in the shelter, the quarantine premises are not heated, the dogs are in general an outdoor aviary. In the "zoocenter" is not established the record of the homeless animals after the catch. There are no plates with numbers and nicknames of dogs.
There is no veterinarian in the animal catch brigade, and in the service car there is no reserve of drinking water for dogs and the necessary medicines to provide first or veterinary care. In transport there is no window for accessing daylight, and on the uniform staff of the brigade there is no inscription with information about the shelter.
There is also no information that employees "Zoocenter" are not registered in the psychoneurological and narcological dispensaries. On the Internet there are no information about all the homeless animals entered the shelute.
At the same time, experts did not reveal violations due to the detected puppy corpse in one of the enclosures. The cause of the death of the animal was toxocamos - a strong degree of invasion.
According to the law, employees of animal shelters should inspect and vaccinate received animals, including homeless people. Also, employees must keep records of dogs, label them and place information on the Internet on the shelter of animals.
In shelters, it is necessary to exercise humane attitude towards the homeless animals, as well as to assist those who are in life-threatening condition.
Thus, the identified violations show the inadequate work of the shelter staff and the lack of control of the organization's head for the actions of subordinates. The prosecutor's office demanded that the director of the Zoo Center eliminate all violations and punish the perpetrators.
In addition, an administrative case was opened at the head of the shelter for violation of the Rules of Animal Quarantine. The relevant decision was sent to the management of Rosselkhoznadzor in Tatarstan for further consideration.
