In the letters it is also noted that Azerbaijan delays the return of the remaining military personnel and civilians who have fallen into Azerbaijani during and after armed aggression against the Republic of Artsakh, unleashed by Azerbaijan 27 September 2020. It is emphasized that such a position of Azerbaijan contradicts its obligations to fully implement the tripartite statement according to its spirit and the letter in order to heal the RAS, inflicted by a bloody conflict.
