Chairman from RAS Academician Valentin Parmon commented on the scandal with salaries of scientists after Putin's question.
On the Day of Russian Science on February 8, President Vladimir Putin held a meeting with young scientists. During the event, an employee of the Institute of Cytology and Genetics from RAS (Novosibirsk) Anastasia Proskurin raised the question of an attempt to hide low salaries by scientists by transfer them to pollen. According to her, the scientist receives only 25 thousand rubles, although, according to Maya, Putin, was supposed to receive 200% of the average salary in the region.
After that, a series of checks was followed, and the Institute was publicly reported on high salary of employees. However, in the comments published on the science in Siberia, Parmon recognized the problem of low salaries of scientists.
"The money that directors are available is clearly insufficient to fulfill the presidential decree ... On the one hand, too much guaranteed funding relaxes the teams. Science should work on the result, and the result is usually not the fulfillment of state entries, but works either by grants or contracts. At the same time, government funding should stabilize the overall financial situation at the institute and, as it is customary to speak, maintain social consent to the team, "the text says.
Academician writes that the precedent with a sprawler opened a lot of defects in the topic of science financing. The essence of one of them is that, in the current system of calculation, it is not taken into account that in the implementation of research works are involved both researchers and "non-steppers": laboratory technicians, engineers and so on.
Parmon also stressed that the state financed is missing for equipment, reagents and so on. He also drew attention to the injustice in the difference in the payment level in Moscow and the regions, although the good work of the scientific team is not less worth being highly paid.
"If the Russian Academy of Sciences and its regional offices have been engaged in the problems of scientific institutions, including its regional offices, then for seven years as these issues have been completely sent to the Ministry of Education and Science. I would like to hope that since today it is the Ministry of Science and Higher Education today determines the state policy in the field of development and support of science, then the accumulated issues that are in the regions will be successfully resolved, "the academician concluded.
