Igor Borisov, representing the Russian Council of Human Rights, noted that the prohibition of foreign agents to participate in the elections is not a permissible measure.

Borisov recognizes the need to deal with the intervention of foreign persons to the domestic policy of the Russian Federation, but, in his opinion, to achieve this goal, it is reasonable to choose other means.

This question can hardly be solved directly, according to Borisov. Naturally, the likelihood that individual candidates can receive financial support from foreign states are present, and to deal with this correctly, but not by the complete ban on the participation of designated persons in the elections.

Borisov explained his position by the fact that to limit the circle of persons in electoral rights is a very serious step, which is regulated by international norms, and the Constitution of the Russian Federation.

At the moment, the Constitution of the Russian Federation provides only two cases in which the person can be limited in rights - if it is incapacitated or if the judicial sentence has entered into force.

Borisov believes that this issue should be considered much more fully, it is even possible that within the framework of the legal discussion, because the direct relationship between the presence of the status of a foreign agent and the deprivation of its basic political law should not be - it is unfair.

Measures to combat the intervention of foreign states in Russian elections, of course, should be undertaken, but they should be reasonable, they should be answered by international norms and requirements of the principal law of the Russian Federation.

Earlier, the President of the Association of Russian Entrepreneurship Rahman Jansukov signed the appeal Valentina Matvienko, the SP RF Speaker, and Vyacheslav Volodin, the Speaker of the Russian Federation. This letter indicated the need to adopt a bill that limit the voting law in individuals recognized by foreign agents and their families. Such law could prevent possible participation in the upcoming elections of Julia Navalny.
