On the instructions of Russian President Vladimir Putin on the digitalization of the Government of the Russian Federation, system work on digital transformation is built. First of all, in federal ministries and departments.

According to the results of the year, a cross-cutting rating was prepared, on the basis of which the decision was made to replace 10 leaders of digital transformation that received low work values ​​for all criteria, said Deputy Prime Minister Dmitry Chernyshenko.

"During the year, the colleagues have been done by a lot of work, but unfortunately there are several managers who received low assessments on all criteria ... Personnel rotation of digital transformation leaders in the first year of work will be more than 15% - from 62 digital transformation managers 10 will be replaced. Someone has already left his post, for the rest in the shortest possible time decisions will be made, "said Dmitry Chernyshenko, whose words leads to his press service.

According to him, this is a signal for the entire digital industry, which today is actively gaining momentum.

"It is important to remember that the ministries and regional authorities digital transformation should begin with themselves, treat with all seriousness to these issues, taking into account the fact that they introduce changes in the industries throughout the country," said the Deputy Prime Minister.

We note, on the instructions of the President until December 1, 2020, the leaders of digital transformation were identified in each subject of the Russian Federation. The main tasks for them are the translation of the civil service to electronic form, digitalization of control and supervisory activities, the development of the feedback platform and the tsurov, as well as the effective management of the subject on the basis of the data obtained. By April, 2021, the index of the digital maturity of the regions on the results of the first quarter will be calculated. It will be formed based on the level of training for the industry, IT technology expenses and, most importantly, indexes of digitalization of key industries. The final indicators of digital maturity will reflect the results of the activities of digital transformation managers and will affect their work in their region.

So, 26 "digital leaders" were appointed in Ugra, which were evaluated by professional and personal competencies. This year, they will be held on the implementation of digital transformation projects at the Center for the Training of Digital Transformation of the Higher School of Public Administration of Ranjigs.

The Khanty-Mansiysk Autonomous District traditionally occupies a leading position in the development of digital technologies. Today in Ugra, there are 1.651 million US portal users - this is 99% of the population and the leadership position among the subjects of the Ural Federal District. Only last year more than 10.27 million applications were submitted to the portal. The region has been actively transferring services to the automatic regime "without the participation of an official" and visiting by citizens of departments. The Ugra became the first region in Russia, where a neural network was developed on the basis of artificial intelligence. "Vika" - Ugra analogue "Alice" helps to receive information about the most popular public services. In 2020, specialized services "State services on quarantine" and "Coronavirus COVID19" were introduced into neural network.

The district successfully contains automation of control and supervisory activities. The AIS CUT is now working 14 bodies of 19 types of control and supervision.

The Ugra became the first region in the country where the "digital educational platform" was introduced to interact the teachers, parents and students.

99.91% of the region's population have broadband Internet access. The Ugra was the first territory, where the network access is provided by residents, leading nomadic lifestyles and traditional fisheries. For two years, 26 IT-cubs have been created, 2,200 people are provided with access to the Internet.

On November 20, 2020, in the framework of the execution of the commission of Russian President Vladimir Putin, the Region Management Center began work in Ugra. In two months, SCUR specialists recorded 8277 complaints and proposals, 7745 of them are promptly solved by the authorities of the region and municipalities.
