The new bill on educational activities will control and limit anyone who wants to share knowledge - it does not matter, this is a recipe for tomato paste or recent discoveries in quantum physics. If this bill is accepted, it cannot be performed. And even if it was real, then potential violations are already described in other laws.
I am a teacher: I used to teach sociology of advanced high school students, and last seven years I spend educational programs for large business ("Sber", Mail.Ru Group, Tele2, Yandex, Mars, and so on). I teach people creativity, project thinking and everything belongs to Soft Skills. Not so long ago, I began to notice that my familiar methodologists, usually calm and judicial, began to more often write angry messages about future changes in our legislation. Then I came across the petition, which by that time had already scored 100,000+ signatures - which is quite a lot for such a specific direction like our.
To figure out what kind of bill, which all so excited, I decided to study his zero readings. Zero readings are discussions of the upcoming legislative initiative with social studies and experts before it is accepted. I will try to highlight the main problems that climbed in the discussion and in view of which this law should not be held the first readings. But, of course, passed.
Problem number 1: The uncertainty of terminologyAs "Paper" writes, the co-authors of this bill before it was engaged in the law on the recognition of individuals by foreign agents. And the desire to protect their homeland clearly looks at an explanatory note to their new creation. The lawmakers fear "uncontrolled anti-Russian forces under the guise of educational activities of a wide range of propaganda events."
Under the "educational activities" now falls any activity that spreads "knowledge, skills, skills and value installations". And here I am already becoming a little alone, because I constantly talk about the University of Stanford programs and show the reports of the World Economic Forum when it comes to the competences of the future. Where the trait behind which it will become propaganda, I do not know.
How does this law concern you personally? If you plan to talk about something or reposit already created by someone content in social networks, then directly. Of course, I am not a lawyer, but in the current wording the law includes any dissemination of information. Problem number 2: redundancyFor example, a bill in an urgent editorial office prohibits incitement of a retail and an application for excellence by any race. But there is already the 29th article of the Constitution and Part 1 of Article 282 of the Criminal Code, which regulate. That is, all this could not be done before. Why create another entity, not clear. Perhaps in the future laws are waiting for us that it is impossible to steal in general and on Wednesdays in particular.
It is understood that the law will now be created, which will be refined in the subsequent. That is, it is assumed that we must agree with what is not yet. Clarifications promised to give to the second reading - they were postponed by February.
Problem number 3: impracticabilityThe third and most important problem is impracticable. It is absolutely impossible to imagine a commission that will control the entire educational content, and according to the wording of the law - almost all existing content.

Or if I want to write a post about World War II, now I need to look around not only to the federal law "On the perpetuation of the victory of the Soviet people in the Great Patriotic War of 1941-1945", but also to somehow keep the accuracy of the thoughts stated by me.

And since this law has a clear vector towards the protection of Russia from foreign intervention, it becomes clear that this is another tool for working with dissent.
It turns out that now this bill does not encourage educants and does not contribute to the popularization of science. All this journalists and scientists spoke about the zero readings of this law. President of the Russian Academy of Sciences Alexander Sergeyev speaks against him, scholars sign declarations, calling the law offensive, more than 170,000 people left petitions against this initiative. But she, of course, successfully passed the first readings.
Now we are waiting for the second readings in February, and may have to be able to delete this article before harmonization - after all, it is also educational.
