According to a new bill, foreigners and not married, the Russians may be prohibited to make children with the help of surrogate maternity. This is reported by the media, referring to the text of the document, where it is indicated that now in foreign residents cannot be used by these services in order to combat the market for trafficking in children.
Recall, Russia is one of the few countries in the world where commercial surrogate motherhood is allowed, but foreigners often began to use, in view of which the negative reaction of society is growing. A lot of warnings appear that women and children are exploited by rich foreigners. The country also adheres to conservative legislation in the hope of improving the growth of fertility.
As the main arguments in the draft law, it is said that the use of surrogate motherhood does not fully comply with the principles of the Family Code of Russia, motherhood, ethiquids that fall under state legal protection. Now only marital couples that cannot have children under medical testimony will be able to use these services, if the law is adopted. These couples should also be married for more than a year, aged 25 to 55 years old and have a valid doctor's recommendation.
The reaction to the new draft law was immediate: the State Duma Deputy Oksana Pushkin called the draft law "Contrary to the Constitution".
"Failure to become a parent is a crime. A huge number of children raises only one parent. Consequently, according to the logic of legislators, such children need to be selected from the lonely parents, because it is a "non-standard family," Pushkin noted, heading the Duma Committee on the family, women and children.
In response to this one of the co-authors of the bill, the vice-speaker of the State Duma Peter Tolstoy replied that the child is better to grow in a full-fledged family, adding that the law will also not allow same-sex couples to make children with the help of surrogate mothers. Recall, last summer, the legislators submitted a bill prohibiting transgenders to adopt children, but ultimately it was canceled after a negative reaction.
