Elena Rogova added that, according to the regional Ministry of Labor, about a third of the residential premises provided to orphans are not used for their intended purpose.

According to her, the main reasons for this are the work of the Watch method, accommodation at the place of study or in relatives, finding in places of imprisonment, as well as the passage of military service.

"Under such circumstances, I propose to consider the possibility of developing a regional regulatory report on the provision of a housing certificate for the acquisition of residential premises to orphans and children left without parental care, subject to certain conditions. This additional mechanism [implementation] of housing rights, along with the current procedure, would reduce the order and acquire housing, which will meet their needs and where they can really live.
