At the same time, Dmitrieva argues that the request concerns only conducting inspections on the basis of citizens' complaints. The decision to suspend activities can take only the relevant authorities after issuing the prescriptions, and it is possible to close the institutions only through the court. Control bodies should decide whether there are grounds for temporary suspension of activities.
