The agreement regulates the procedure for conducting breeding and tribal work with agricultural animals in member states and is aimed at developing the breeding livestock market within the framework of the EAEU and the elimination of barriers in mutual trade.
"It should be noted that the work on the development of the Agreement was carried out since 2014, as part of the work of the Eurasian Economic Commission (ECE), was refined taking into account the comments of the Working Group. The agreement complies with the objectives and objectives of national legislation in the field of breeding animal husbandry and the agro-industrial complex, "said the Minister of Agriculture Saparhankhan Omarov.
In the conceptual apparatus of the agreement, such terms as "tribal products", "tribal value", "Tribal animal", "breeding and tribal work" and "Agricultural animal" are unified and refined.
In order to apply uniform requirements in the field of breeding products in Member States, during breeding and tribal work, the Agreement provides for a unification:
1. The procedure for determining the breed (breed) of tribal animals (the list of related breeds will be agreed to create a new breed);
2. The procedure for the approbation of the created new breeds, types, lines and crosses of farm animals in the EAEU member states (will be provided with a uniformity of work when creating new breeds);
3. Provisions on the molecular genetic examination of the tribal products of the EAEU member states (uniforms of the DNA of the study);
4. The procedure for coordination and analytical support of breeding and tribal work in the field of breeding animal husbandry conducted in the EAEU member states (coordination and analytical support in the field of breeding animal husbandry) will be settled;
5. The composition of information on tribal animals and breeding achievements to be exchanged between the Member States of the Eurasian Economic Union and when importing from third countries;
6. Methods for assessing the tribal value of animals.
"For the purpose of developing and implementing innovative technologies in the field of breeding animal husbandry, including genomic selection, the agreement provides for the establishment of a single order for coordination and analytical support of breeding and breeding work in the field of breeding animal husbandry. Coordination of breeding and tribal work is carried out by the authorized bodies of Member States, analytical support will be enshrined for research organizations, "the minister added.
