On March 12, the ambulance driver of Nizhny Tagil, the Chairman of the Local Cell of the Action Union, Mikhail Smolnikov, came out with a single picket to the building of the Presidential Administration of the Russian Federation. It protests against the transfer of transportation services to private hands.
He came out with the inscription on the poster: "We are tired of the promises of the local authorities, we are waiting for actions, there is no lawlessness in Tagil, do not let the spill of ambulance." At the moment, Smolnikov remained the only driver of the Tagil's "ambulance", which did not quit, and did not switch to a private company.
Earlier, Smolnikov picked up the building of the administration of Nizhny Tagil until the meeting was held by the Governor of the Sverdlovsk Region Evgeny Kuivashev. Then the officials promised to hold a round table with the participation of an expert on public-private partnership in Healthcare Tatiana Valueva. Previously, she stated the significantly overestimated cost of the outsourcing contract. However, the round table was carried out and was not.
The "RT-Social Sphere" became the only participant in the procurement procedures for outsourcing in Pervouralsk, Kamensk-Uralsky and Nizhny Tagil, so the company concluded relevant contracts with a total value of 1.34 billion rubles. Outsourcing in Nizhny Tagil cost 651.5 million rubles. According to experts, this is an anti-record when in terms of car hour. So, in the current contract for 2021, 2022 and 2023 its value is 792 rubles, 847.44 rubles. and 906.76 rubles. respectively. This is 30% higher than in similar procurement carried out in Samara, Kemerovo, Volgograd regions and, for example, in the same Yekaterinburg, where one machine-hour is equal to 380 rubles, although this cost is indicated without a set of medical equipment. According to approximate calculations, the company will earn 350 thousand rubles per day only on this overpayment. Procurement tried to appeal, but Ufas did not find any violations.
The "RT-Social Sphere" is considered a subsidiary of Rostech, but according to an extract, the EGRULT, the state corporation belongs to only a third of the company, the rest in the hands of individuals. As URA.ru wrote, Rosteha's specialists were prepared for procurement: they were seen in the cabinets of the Ministry of Health of the Sverdlovsk Region.
