What is the bill

The term "zero mortality" came from Sweden, this program was accepted in 1997. It is aimed at improving traffic safety and reduce mortality from accidents. The Vision Zero program is based on two ethical principles: intolerance to death or heavy injuries of people and the inadmissibility of attitudes towards such accidents as an inevitable evil. The key principle of the program is that life and health is invaluable and comparing the cost of living with cost of security costs is unacceptable.

To comply with these principles, Daria Besedin suggested to form the city commission on road safety "not only from officials, but also from transport workers, from doctors, from social activists, from specialists in the design of urban spaces." Together they will have to develop a program to achieve zero mortality and to continue to work on this document.

Every year, the Commission was supposed to approve a list of emergency roads of roads (now it makes traffic police) and develop priority measures to eliminate the causes of the accident, as well as report on emergency sites and measures to eliminate them. The innovations would allow the work of the Commission more open.

Why the deputy from Zelenograd did not want to support this project
