The Moscow City Duma rejected the draft law on the zero mortality on the roads, which introduced a deputy from the party "Apple" Daria Besedin. Although the votes "for" were more than "against" the bill did not pass - many deputies abstained, and even more, as well as the deputy from Zelenograd Andrei Titov, just did not vote. Besedin itself does not exclude that she was not supported due to oppositionity and that soon the deputies from the United Russia will present a similar draft law of their authorship.
What is the bill
The term "zero mortality" came from Sweden, this program was accepted in 1997. It is aimed at improving traffic safety and reduce mortality from accidents. The Vision Zero program is based on two ethical principles: intolerance to death or heavy injuries of people and the inadmissibility of attitudes towards such accidents as an inevitable evil. The key principle of the program is that life and health is invaluable and comparing the cost of living with cost of security costs is unacceptable.
To comply with these principles, Daria Besedin suggested to form the city commission on road safety "not only from officials, but also from transport workers, from doctors, from social activists, from specialists in the design of urban spaces." Together they will have to develop a program to achieve zero mortality and to continue to work on this document.
Every year, the Commission was supposed to approve a list of emergency roads of roads (now it makes traffic police) and develop priority measures to eliminate the causes of the accident, as well as report on emergency sites and measures to eliminate them. The innovations would allow the work of the Commission more open.

Why the bill did not support

He suggested calling representatives of these commissions to the Moscow City Duma or indicate how many proposals of activists answered with refusal.
Victor Maximov (Communist Party) stated: "You have very correct and competent things in your bill, but what methods are you still going to seek to reduce mortality? Those who had previously published: disassemble the roads, narrow the stripes, remove parking, raise fines, reduce Speed - it's all against motorists, all against drivers. "
The total of voting: 12 - for, 5 - against, 12 - abstained, 14 - did not vote. As a result, the bill was rejected in the first reading.
Why the deputy from Zelenograd did not want to support this project
MMD deputy from Zelenograd Andrei Titov earlier spoke "Zelenograd.ru", which in the current form the project will not support. In his opinion, in the document, most of them is assigned to specific measures and state program, but "the creation of bureaucratic superstructures and hundreds of local commissions, and this is already with the existing road organization." In general, he considers the draft law of Daria's faceless populist step, which will create a "multi-level advisory body and paper red tier", and not an effective mechanism.
Agreeing that the principle of zero mortality should be implemented, he noted that the functions that Besedin proposes to give to the public commissions, in the overwhelming majority of cases are replaced by digital solutions.
