The head of Voronezh Vadim Kstenin stressed that the final decision takes the City Commission on Cultural Heritage, but first of all, new objects must combine people, and not divide.
The commission with the petition is entitled to apply the state authorities of Russia, the state authorities of the subject of the country, local governments, organs of territorial public self-government, organizations, public associations. Thus, the commissioning of the Commission must be issued from one of the listed entities of law.
Also in the Commission, it is necessary to provide an application with an indication of sources of financing, a historical or historical and biographical certificate and a project of improvement, prepared in accordance with the requirements of the "Rules of Engineering Territories of the City District of the city of Voronezh".
The monument or a memorable sign must "be performed at high artistic and technical levels" and are considered in aggregate with the definition of the installation site.
The petition is then submitted for consideration by the Commission, which can support the initiative and approve the decision on the installation of a monument or to conduct a competition for the creation of a monument project, or transfer the consideration of a petition for a certain period or reject a petition with a motivated substantiation of the reasons.
Thus, the first step in the installation of a monument to Yury Klinsky is the removal of the initiative to discuss the Commission on Cultural Heritage. And in the case of approval it is an open competition for the best project. Under the approved procedure for installing monuments, the city may perpetuate one of its famous countrymen - Yuri Klinsky.
On behalf of the mayor, the Department of Culture will provide each of the initiators of the installation of the monument, as well as any other applicant, all the necessary organizational and methodological support.
