The main wishes are to refrain from a sudden increase in the sweeping coefficients in 2021 and to hold an open public discussion on the independent platform to the exploitation of the recycling gathering rates with the involvement of all market participants and the expert community.
The resolution shows that the initiative to increase the swelling coefficients is two to three times accepted in a short time without proper informing the main market participants - agricultural producers, as well as without a financial and methodological justification. The public discussion procedure was purely formally excluding the opinions and critical comments of representatives of the industry.
According to the sectoral community, the adoption of such significant solutions affecting several sectors of the economy immediately should be carried out only after a thorough financial and economic development on the basis of a transparent methodology, taking into account the opinion of all market participants and within a reasonable time, allowing agricultural enterprises to adapt their production programs in advance They have increased prices for agricultural equipment. In the current season, business plans and their financial support systems have already been agreed and adopted, therefore, a sudden increase in the size of the scrap will lead to the abolition of contracts and the breakdown of the supply of equipment, which threatens the holding campaign in the country.
The conference participants also noted that after the commissioning of the Utilsbor in 2016, the Russian and foreign agricultural machinery has risen in price equally.
As the negative consequences of an unexpected increase in the resolution, the resolution shows the slowdown in the growth of yields, the decline in investment in the agricultural industry and the renewal of the machine-tractor fleet, as well as the rise in food prices.
