The Ministry of Fields of the Russian Federation acted as a proposal to provide Roskomnadzor for passport data and other personal information of subscribers of mobile operators. It is assumed that at the request of the Office of the Company will be able to send relevant confidential information.
According to the draft law, Roskomnadzor, in the event of its adoption, will be able to receive the following data on each part of the Office of the Subscriber:
- FULL NAME;
- place of residence;
- Date of Birth;
- Series, passport number.
In addition, communication operators will be required to provide on request of Roskomnadzor not only personal data of their subscribers, but also other information: perfect and received calls, multimedia messages, SMS, telephone numbers of the interlocutors, the number and time of sending messages. It is noted that Roskomnadzor will not be able to receive only the records of the telephone conversations themselves.
The explanatory note of the draft law states that the proposed measures are aimed at counteracting the "gray" SIM cards, the design of which is carried out on the substairs, after which they are used in all sorts of fraud schemes. The presence of "gray" SIM cards complicates the investigation by law enforcement agencies, does not allow to identify the subscriber and the person who committed a crime with accuracy.
The present draft law also says that Roskomnadzor will be able to receive all the necessary amount of information 1 time per day. To implement the project, it is proposed to develop a separate information system, to the creation of which will be allocated about 390 million rubles from the federal budget.
According to current legislation, such information, access to which they want to provide Roskomnadzor, can now be transferred from mobile operators only by law enforcement agencies.
Industry experts note that the information that according to the proposed draft law will be transmitted to Roskomnadzor, is redundant. "It is not entirely clear what the Roskomnadzor is so much a large amount of information, if it is assumed only to deal with" gray "sim cards. It is necessary to understand that part of this confidential information relates to the secret of communication, so it is strange that Roskomnadzor will be able to receive it. The fight against gray SIM cards can be carried out using inspections of primary information about the design of the contract of communication, "said one of the specialists.
