According to her, the building was purchased in December 2016 by an individual - a native of Penza, living nearby, who sent his own and borrowed funds to restore.
"When he bought it, it was in a terrifying state, abandoned. Here everywhere on the first floor [...] was lying on the syringes, the addicts spent the night, [there were] the windows, doors, and, in general, the building itself was destroyed, "she said.
Anna Vartanova added that it took a lot of time to remove garbage.
She drew attention to the fact that the contract for repair and restoration works was concluded with the LLC Scientific and Production Center "Cera", which has a relevant license, and the beginning of the restoration of the object fell on the difficult period - March 2020, when restrictions were introduced everywhere For the coronavirus pandemic.
"Nevertheless, it was impossible to postpone," the representative of the owner emphasized, specifying that the building continued to collapse.
Name the exact amount of funds embedded in the restoration, Anna Vartanova found it difficult, noting that it is more than 30 million rubles.
She informed that the offices were planned in the plant management building, however, part of the premises - allegedly, the corridor and one of the rooms on the first floor - scheduled for a museum, where everyone will be able to get acquainted with the history of the Frunze factory.
"It is planned to raise photos on the first floor. Maybe someone has some orders, some artifacts. Also [want] to place them, "the representative of the owner of the building said.
She expressed the hope that the landscaping would be able to complete the upcoming summer or autumn.
The object of cultural heritage of the regional value "The plant management building (now - the production association" ZIF) ", located on Lenin Street in Penza, was taken under state protection in 1987. The decision of the Executive Committee of the Penza Regional Council of People's Deputies, built at the beginning of the 20th century, was included in the list of monuments of local architectures.
By order of the Committee for the Protection of Monuments of the History and Culture of the Penza Region of December 18, 2019, the boundaries and the mode of use of the building were approved. The document is allowed to carry out work on the preservation of the object and its territory.
By order of the department of March 2, 2020, the subject of the protection of the plant management was approved. It includes, in particular, the location of the object, its architectural volume, the stylistic solution, the nature and material of the walls of the facade, the portico of the central risalitis with the six columns of the Doric Orders, completed by the fronton, the bas-relief, with the image of the coat of arms of the USSR, the decorative elements of the windows, the front three-post staircase The main lobby and stucco cornices.
