In Russia, there is a public discussion of the draft order of the Ministry of Health of the Russian Federation "On approval of the procedure for conducting a single register of medical care experts." According to the procedure of the order, the expert can remove from the registry if it reveals defects in the quality of medical care, which lead to financial sanctions to a medical organization. At the same time, the expert can avoid exceptions if financial sanctions against the organization will have less than 10% of the tariff for medical care and (or) less than 50% of the average per capita standards for financing medical care, the Federal News Agency reports.
The Chairman of the Coordination Council of Mod Movement against Cancer Nikolay Dronov believes that the draft of the order creates only the visibility of the examination and actually limits the amount of fines for medical organizations.
"Execution of experts from the registry that detect serious defects in the quality of medical care is an unprecedented situation," he believes. - The project of the regulatory act for the first time contains, in fact, the ability to prohibit the specialty. For many medical care doctors, the quality of medical care has become a lifestyle and the specialty they are engaged in the cessation of clinical practice using their many years of practical experience.
Drones added that patients use examination with a pre-trial settlement of possible conflict situations. After the adoption of the order of expertise, it will be a formal action and patients will be difficult to prove violations as a assistance provided, and conflicts will be solved in court, noted drones.
Already, experts of the quality of medical care, checking medical organizations, are faced with difficulties in protecting the patient's interests and their rights to receive quality assistance. According to the National Agency for Safety of Patients and Independent Medical Examination, statistics show that 90% of the experts of insurance defects during the reecispertization by the territorial Funds of the OMS is canceled or their severity is diminished.
At the same time, the Ministry of Health prepared a draft order, which tightens the responsibility of a medical organization for exceeding the volume of assistance in the OMS. The agency proposes to consider violation and fined medical organizations in all cases when patients are sick "above plan".
