The presence of huge reserves of oil and gas, the association of Russia with the main power consumption centers is our competitive advantage. Our goal is to reconfigure the economy in such a way that it becomes more diversified - and this is one of our main tasks. At the same time, we act on the basis of detailed analysis and forecast estimates regarding the evolution of the consumption structure in the coming decades.

The demand for hydrocarbons, despite the running processes of decarbonization in the economies of the same Europe, will continue and will remain at a high level, but the proportion of hydrocarbons in the global energy balance will fall. The goals will also change to which these energy resources are purchased, - will increase the share of hydrocarbons in oil and gas chemistry. In this case, the overall energy consumption in the world will grow. According to forecasts, approximately 2035-2040 will be consumed by 30% more energy. It is worth remembering that oil and gas is a huge order for science, industry, other actors of economic activity. Today, the focus of world attention is focused on the development of pure high-tech industries and the newest intellectual technologies. That is, traditional sectors evolve along with a changing agenda.

In this case, the demand for gas will remain the most sustainable among fossil fuels at the interval until 2040-2050, Russia is among the leaders in gas reserves, we have an active agenda in the development of pipeline gas sales and LNG.

It is worth noting that today Russia has one of the greatest energy balance in the world: more than half of the internal consumption of primary energy resources in our country is gas.

In this regard, limiting the issuance of licenses for the development of deposits seems to be an erroneous direction. We are already actively working on the increase in the energy efficiency of the use of traditional energy sources, reduce their "environmental trail". It must be remembered that fossil energy sources can be environmentally friendly, taking into account the development and application of modern technologies for catching and disposing of harmful emissions, as well as due to compensatory measures. The first projects are already being implemented - remind you that the Sakhalin region is selected as a pilot region to create a trading system for operations with carbon units in external and domestic markets. Thus, the Sakhalin platform can be a foundation for testing not only the ejection trading system, but also a testing ground for available technologies to reduce the carbon footprint and calculating the economic effect on their application.

Great potential for emission reduction is also compensation for emissions due to reforestation and other forest projects. In addition, we see the potential in the technological reduction of emissions by absorbing CO2 and other greenhouse gases. In the enterprises of Russian TEC, it is possible to introduce measures for catching, holding and disposing of carbon (CCUS). Another way to implement measures to reduce greenhouse gas emissions is the disposal of associated petroleum gas (PNG). In some cases, for example, at the deposits of Selflorneftegaz OJSC, the gas lift method of production is more cost-effective than the pumping. Significant experience in the use of Gazlift is accumulated by Gazpromneft in the development of the Orenburg oil and gas condensate field (ONGKM).

In addition, to preserve the competitive position of Russia in the world market on October 12, 2020, the Government approved a roadmap for the development of hydrogen energy in the Russian Federation until 2024, involving an increase in production and expansion of the use of hydrogen as an environmentally friendly energy carrier, as well as the country's entry The number of world leaders in its production and exports.

I would note that it would be an erroneous to talk about the high dependence of the budget from oil and gas revenues. We do not increase the dependence of the Russian economy from the oil and gas sphere. Real figures are talking about this - the income of the Russian budget, nonnephnegas income increase. In this sense, 2020 became very indicative, which was tested for the strength of both our oil and gas industry with ultra-low minima prices for raw materials and the economy of Russia as a whole. Let me remind you that in 2020, oil and gas revenues of the federal budget decreased by 34% compared to 2019 - to record low 28%, or 5.235 trillion rubles, while non-peftegaz revenues increased by 1.224 trillion rubles. up to 13,487 trillion.
