On February 15, a meeting of the Commission for measurements and the mass of accumulation of garbage was held in Nizhny Tagil. Their goal is to understand - how much the waste is actually produced. From the results of these calculations directly depends, it will decrease or increase the tariff for the export of TCO.
According to the results of the autumn measurements, the social activists have a number of claims and comments that offered to take into account for the winter period. However, the routine discussion turned into a confrontation between the Riphica regulator, the deputy head of the mayor of Nizhny Tagil on the burning of Egor Kopyov and other members of the Commission.
The problem of "zero" day
The first question, which raised the community Andrei Volgov, the so-called export of the "zero" day. On the first day of measurements, members of the Commission saw complete containers. Volgov suggested that the regoperator did not empty them for several days. However, the representative of RiPhea rejected the accusations, stating that the garbage before measurements was exported.
To eliminate such disagreements, Yegor Kopysov proposed to plant a member of the commission in the garbage truck, however, the Deputy Executive Director for the Sverdlovsk Region of Ripeda, Igor Rybakov made himself sharply against the argument of safety influence. Cocrehensors were surprised: according to them, in the fall, they moved to the passenger seat of special vehicles without any problems.
In the course of verbal versions, it turned out that some objects of garbage truck were still unable to get into the "zero" day. The regoperator complained that the mayor's office did not send the corresponding letters to the legal entities whose venues were in measurements, so they do not let the garbage trucks on their territory, referring to the difficult procedure for recalculating payments.
The mayor's specialist parried that the dialogue was established with the legal entities and they launched a garbage truck daily during autumn identifications, but everything changed when Rifey set new receipts: the sums in them were several thousand more than usual. The regoperator demanded from Jurlitz to come to personally and write a statement to recalculate for the period of measurements, and such papers are needed for each season.

For the rest of the venues, members of the Commission insisted that there could not be that with the "zero" on the first day the container was filled in completely, and in the rest, when the Commission conducted measurements, he stood almost empty. The representative of Riffeya proposed the administration to provide a bus so that social activists follow the garbage truck in the "zero" day. Kopyov demanded a schedule of movement of special transport, the regoperator promised to provide it.
War at home with garbage chute
An even more acute was the question of inclusion in MKD measurements with garbage disposals. According to the publicists, this will make it possible to more accurately determine the mass and volume of garbage from specific houses, as it is eliminated by the RCB, as it happens on open areas. Unexpectedly, the representative of Riffeya was doubted whether such changes have approved the Regional Energy Commission (REC) and did not turn out that the measurements were considered invalid because of this.
Fishermen stated that his staff at measurements were forced to violate the safety technology, since they are not solingers. The cops were pointed that initially "Rifehe" promised even the crane [in the given moment, the MUP Tagildorstroy Municipal manipulator] is used].
The discussion reached the fact that the representative of the regoperator proposed to brew all the garbageings, and instead they put containers. Despite the resistance of "Rifey", the majority of the members of the Commission voted for the inclusion of MKD with garbage supplies to the measurement list from the winter period. Igor Rybakov threatened to fix each violation and contact the prosecutor's office.
After a few minutes, Igor Fishermen made a verdict: "We will not participate in it! I will ban it to do it! [We are all about the same garbage supplies] We should not take and weigh the container! ". The cops in response promised to send a letter to REC with information about sampling measurement.
All the time of disputes, the representative of Reefius demanded to coordinate the inclusion of the MCD with the garbage chute with REC, but the copies repeated that the answer was already obtained. It says that this issue is a member of the urban administration. The fisherman was demonstrated by a paper copy, but she did not suit him, as the answer is not the mayor's office, but personally Andrei Volgov.
According to the representative of the regulator, these manipulations can be in vain: in addition to the lower tagil, similar measurements in the APO-1, which serves Rifey, pass in Krasnoturinsk and Serov. But in their list they have no MKD with a garbage chute. This may serve as a reason for revoking the results.
As a result, Egor Kopyov expressed the hope that Rifey would return to the former cooperation format with the measurement committee.
Later it became known that Nizhny Tagil will visit the Chairman of the REC of the Sverdlovsk Region, Vladimir Grushanov, who will deal with the possible sabotage of the regulator of winter measurements.
Measures consist of 4 stages: autumn, winter, spring and summer. At each stage, members of the Commission daily for 4 weeks (for one week per district) measure the volume and mass of waste on approved container sites. The amount of payment for the export of TCO in the future directly depends on their results. At the moment, according to the standard, one resident of an apartment building in the Sverdlovsk region (with the exception of Yekaterinburg) produces 0.169 m3 of waste per month. It is about 14 buckets. A resident of the private sector even more: 0.19 m3. This figure is multiplied by the tariff for the export of 1 cubic meters. Waste, which is currently for the Riphea Regoperator installed at 720.16 rubles.
