Russian banks approved the decision that the Central Bank of the Russian Federation would become a specialized regulator when importing software and equipment in the domestic market. This was told by representatives of the Association of Banks of Russia.

Maria Shevchenko, deputy. The head of the Financial Technology Committee of the Association of Banks of Russia, stated that now the Working Group on Import-Operations came to a common opinion on several main proposals:

  • Participation of the Central Bank of the Russian Federation as the main regulator in import substitution of software and equipment at Finryna Russia;
  • Changing the deadlines for approval by the subject of the critical information infrastructure of the transition strategy for the use of domestic software and equipment;
  • Accounting for the technical characteristics of Russian-made software and equipment in assessing analogues, due to which it is possible to achieve the objectives of the CI entity, which are established by applicable law.

The Working Group under the State Duma of the Russian Federation continues to discuss the issue of categorization of critical information infrastructure facilities for the transition to the predominant use of Russian software and equipment on the criterion of significance and special conditions to apply their own software or free software solutions.

During a meeting of the Committee of the State Duma of the Russian Federation for Finrynka, the Working Group also touched upon several main topics: the implementation of the Digital Profile state sector, cybersecurity of critical information infrastructure facilities, remote identification, introducing a digital ruble on the territory of the Russian Federation, the regulation of electronic interaction in the financial and credit Industry of Russia.
