After discussing problems with federal lands at the Kippes Point Playground in December last year, TOS "Patrokl - Basargin", watched by the support of the Primorsky Regional Office of the "Growth Party" appealed to the mayor of Vladivostok. In the composition of the appeal, several land plots were listed within the Borders of the TOS, which, according to the Federal Tax Service FZ-161, were requested to transfer from federal ownership to the municipal. Today we publish materials for the response of the management of municipal property.
Two plots from the list are already municipal:
- 25: 28: 030014: 1262 - Entrance to the LCD Patrox and Parking The Lake switched to urban property on April 30 2020 (Record number 25: 28: 030014: 1240-25 / 001 / 2020-1);
- 25: 28: 030014: 1244 - Leopard Embankment from February 4, 2020 (№ 25: 28: 030014: 1244-25 / 001 / 2020-1), we have already reported earlier.
On two sites, the shores of the Unnamed Lake entered the refusal. Ex-Mayor Vitaly Verkeenko Letter from 04.09.2018 № 1-3 / 2461 Add to the municipal property of these sites to the municipal ownership of these sites in order to improve mass recreation places, but in the answer "Dom.rf" from 15.10 .2018 No. 1-3/2461 was a refusal due to the location of the sections within the surface of the surface water object, which is due to the law by federal property.

This is probably about the Water Code of the Russian Federation, where in Chapter 2 Article 8 describes ownership of water bodies. Item 1 reads: "Water objects are owned by the Russian Federation (federal property)" ...
In section № 25: 28: 030014: 1242, located between houses 42 and 42V, a refusal was also shown along Basargin's street, because At its borders there is a building "Store number 2" with cadastral number 25: 28: 030014: 1991, which is in private ownership of the company Impulse Hall. The grounds for the request of the specified land plot from the federal property are missing - it is stated in the letter of the mayor's office.
With regard to the following areas, the profile bodies of the city administration of Vladivostok conducts a survey in order to establish the possibility and need for measures to design datasets in municipal ownership:

The federal lands status makes it impossible for any work on the maintenance and repair by the forces and financial resources of the mayor's office. That's why TOS "Patrokl-Basargin" appealed to the transfer of them to the municipality. In addition, the Federal property does not allow implementing projects for money municipal subsidies, which makes the participation of TOS in any contests and grants.
