Belarusians are asked to cancel the certification of the chairmen of the owners of the owners in the State Center "Resident" for the following reasons:

1. This certification limits the number of candidates of the chairmen when choosing them. It will be good will be seen from statistics if it is done, by years for several years. The number of new chairmen in 2020 decreased, according to our data, to a minimum (5-10 on the country).

2. Almost disappeared the opportunity to choose the chairman of the tenant at home. Unless of course, he is no longer the Chairman in other vehicles.

3. With a strong reducing the chairmen of the Chairpersons that began a career, their total number is reduced. Since the part is retired, another work, terminates this activity for other reasons. Such circumstances lead to the fact that the load on the rest of the Chairs is increasing, at least the number of houses per person, which affects the quality of service of the homes themselves.

4. Such a situation is beneficial for the unscrupulous Chairpersons of the CU, which take at home to the "stream", which affects the maintenance of houses. Since the large number of houses lack physically the time that in the foreseeable future, it may lead to social problems when the tenants will blame the state in the deplorable state of their homes.

5. In our opinion, this certification was invented and prepared such unfair chairmen to take the most possibly houses, so eliminating some of the competitors.

6. There are no textbooks and other materials that can be studied before renting attestation. According to our information, they are not in public affairs and on sale.

7. Knowledge of half of the answers to questions that are asked by our observations will never be suitable for the Chairman of the CU.

On the basis of the above, we offer instead of certification of the chairmen of the vehicle to make certification of their homes. And then some of the TS houses of the ten-year-old age look worse than houses built at the USSR and all the time serviced by the HFA, reports REALT.BY.

The main reasons why it happened:

1. The Chairs do not fulfill their functions in full: sit at home and wait for the calls of tenants. The Chairman of the TC is not a dispatcher, not the Ministry of Emergency Situations and not the "ambulance". The chairman must be as often as possible at its workplace. Independently find faults and eliminate them, and the expenditures for elimination to impose on tenants.

2. Unwillingness to increase the costs of the vehicle, as they will not be chosen in the following elections. Some chairmen are hiding such expenses, driven by the TS debts. The presence of debts is found out after the care of such chairmen from their post or with a normal audit.

3. Low competition. The fact that the TC Chairperson, only residents of this vehicle know that in some vehicle. Well, if one of the tenants will invite someone else to participate. And so often the choice from one. Therefore, it does not prevent the obligations of the Chairmen of the CU, which the contract ends, to report in two or three months in the relevant employment service about the upcoming elections to the chairmen. Such a notification will help other interested parties to see this information.

4. Twice a year, the Chairpersons of the CU are obliged to make a way around at home, independently or with their employees. No one controls this process and does not recheck. As a result, the reports can only be seen that everything is fine, there are no comments. But it is not. It is difficult to find the TC, where everything is fine.

After collecting signatures, the appeal is planned to send to the Ministry of Housing and Communal Services of the Republic of Belarus.
